VOTETAKER'S COMMENTS:

One vote received in the form "I would like to vote that the name
changes from essex to essx" but was excluded because the voter failed
to respond to the votetaker or to a mailed ballot form. The vote
outcome is not affected.

RATIONALE:

uk.local.essex is overrun with commercial pornographic spam caused by
the string "sex" in the county name. This has made the group
unusable. Use of the kill file and net copping the offenders has not
worked; there is always another spammer to take the place of the net
copped one and subject headers are changed or munged to avoid the kill
file. Moderation of uk.local.essex was considered, but there were no
volunteers for the moderation team. A straw poll was taken from the
contributors to uk.local.essex and alt.uk.local.e-s-s-e-x, and the
result was posted in Message-ID:
<Xns9072837BA88grahamdrabblelineone@127.0.0.1> All respondents read
alt.uk.local.e-s-s-e-x. The vote was split evenly between removing
uk.local.essex and renaming uk.local.essex.

An analysis of the traffic between 31st March and 10th April revealed the
following:

Hence this proposal to rename uk.local.essex to uk.local.essx,
removing the 'sex' string and avoiding the porn spam but maintaining a
presence within the uk.* hierarchy.

SUMMARY OF DISCUSSION:

19 people contributed a total of 39 messages to the RFD. Of the 19, 9
were in favour of creating uk.local.essx and removing
uk.local.essex. No one was in favour of removing uk.local.essex only.

There was one objection, who later changed his mind, and 9 expressed
no opinion. It was suggested by 2 people to fast track uk.local.essx.

The fast-track failed due to Control receiving 4 objections. Following
this, and having studied the response to the failure, it was felt that
a vote should be held.
