RATIONALE, SUMMARY OF DISCUSSION, NEWSGROUPS LINE AND PROPOSED CHARTER:

=================================================================
RATIONALE:
- - ----------

There is currently no group for the discussion of local radio in the UK,
BBC or commercial. Although this group would not be specific to any
station or multiplex (group of stations), there are many programmes that
are broadcast across local radio, for example the popular chart on a
Sunday afternoon. All programmes will be on topic including programmes
broadcast across multiplexes such as GWR (The Mix Network) and the BBC.

=================================================================
SUMMARY OF DISCUSSION
- - ---------------------

Although discussion was sparse, I feel there was enough positive input
to warrant a vote stage. A handful of points were made, with the main
one being the inclusion of Access radio (a.k.a. community radio) in what
would be "on topic" in the group, this was added to the charter and
amended in the newsgroups line.

=================================================================
NEWSGROUPS LINE
- - ---------------
uk.media.radio.local Local BBC, Independent and Access radio in the UK.

=================================================================
CHARTER
- - -------

This group is for the discussion of programmes on local radio in the
United Kingdom. All programmes are on topic and include, but are not
limited to programmes broadcast on; single Independent stations, single
local BBC stations, Access radio (community radio), a multiplex of
stations (e.g. The Mix Network, or the BBC). News services on these
stations are also on topic.

Programmes broadcast on local BBC frequencies after shutdown (e.g. BBC
Radio Five Live) should not be discussed in this group, nor should
programmes broadcast on national radio stations. Users are advised that
there are groups for the discussion of the BBC's national radio
stations.
