3) VOTETAKERS' COMMENTS

Primary Votetaker: Jim Hill <comm2001@jhc.org.uk>

A number of problems arose in this count, mostly due to my
inexperience at handling stv votes. The advice of Joe Otten of
the Electoral Reform Society has been sought on each occasion
and his wise counsel has been greately appreciated.

Following a request from a voter to be permitted to register an
abstention on the Committee vote, it was determined that
accepting votes with no stated preferences would not affect the
outcome of the election adversely. Abstentions are recorded in
the results with dashes to indicate that no candidate
preferences have been expressed. The anonymity of abstainers is
preserved in the same manner as normal votes.

The vote rubric for future stv elections needs to be changed to
make it clear to the electorate that they have the option to
register an abstention if they wish. 

Five votes, marked with "r" in the vote listing, were removed
from the results because they were detected as being posted by
the multiple identities of a voter who had already voted using
their normal identity. The original vote was determined to be
valid and is retained in the posted results. The exclusion of
those votes, they expressed identical preferences and most were
posted within minutes of each other, does not affect the outcome
of the election.

I have been a user of usenet for at least five years, and during that
time I have gained a knowledge of both the technical and
pseudo-political (or rather, social) considerations relating to
newsgroups and their creation.

For the last three years I have been a votetaker with UKVoting, and an
active participant in the uk.net.news.* groups, helping with newsgroup
creation. Additionally, for the last year or so, I have been providing
an independent strawpolling service to assist in newsgroup creation.

Broadly, I believe things to be working reasonably well around the uk.*
hierarchy. Its very high proportion of successful and readable groups
speaks for itself. There are, however, many areas that could be
improved. My core belief is /flexibility/, and it is this that, if
elected, I would like to be able to bring to the committee. Where
possible, I do not like rigid rules, but rather a flexible boundary that
can be adapted for individual needs. I would like to see this in
committee decisions and the newsgroup creation process in general. In
matters of dispute, I would like the committee to be more vocal and show
decisive leadership, by using its discretion to help the community. I
believe that increasing flexibility and openness will help to improve
the the accessibility of newsgroup creation in this hierarchy to
ordinary users. We must not forget, however, that the uk.* hierarchy has
reached where it is today through sensible management and structuring,
and we must not let this go.

I've been posting to usenet for 2 to 3 years, in that time I have been
the proponent for three successful RFDs, two new groups, and one change
to the guidelines. I'm standing for membership of the UK Usenet
Committee because I believe in quick and sensible decisions, usenet
should be a place where discussion is fun as well as serious without the
distractions of spam or trolls. It is the role of the committee to try
and make this happen. I stand for common sense and fairness in all
aspects of the committee's duties, the committee need to be trusted by
the people, if they don't trust the committee, they won't trust usenet.
A vote for me is a vote for a better and fairer usenet.

Six years ago, uk.* was a shambles. Originally formed by the University
of Kent, (when only they had access to Usenet articles from across the
Atlantic) there were now 4 or 5 ISPs in the business, but nobody in
charge, nobody to issue offical newgroups, and only 20 or so groups.

So Something Had to be Done, and I just happened to be the one that did
it. Now there are 389 groups and the hierarchy is thriving. And I have
been actively involved, as Deputy Control (effectively full Control for
some quite long stretches), as keeper of the website and poster of
routine documents, and as a member of the Committee (and, being retired,
I am in a position to attend promptly to matters as they arise).

I was seriously considering giving up (2 terms as a Committee member
might seem like enough), until various people quite out of the blue told
me that I ought to be standing again (I didn't have to ask any of my
nominators, they just appeared as soon as it was known I was dithering
on the issue).

So there you have it. My record on UNNC & UNNM can speak for itself. I
intend to devote effort to this business and, if something has to be
done, then I will get on and do it. That's the deal.

I hope that I can offer a useful perspective and expect to play an
active part in committee discussion. I have over 11 years experience
of newsgroup environments both on the Internet and before that using
Fidonet 'Echomail'.

I try and look at the whole picture, and I try and weigh up all sides
of an issue. I don't believe in holding to one viewpoint if a
convincing argument is made that an alternative position is better.

As far as the management of the UK usenet hierarchy is concerned and
my views on various issues relating to it, my posting history says
much more than I can here.

I do believe that the uk hierarchy has developed open and well
respected management principles around the proposal => discussion =>
vote model, and hope to assist in the development of the hierarchy
within those established principles.
