Votetakers Comments:
This was, without doubt, the single most complicated CFV in the history
of the uk.* hierarchy, but many thanks to all of the voters for just
returning the ballot paper and not the entire CFV, and also for simply
sending it as plain text without an HTML duplicate.
Some "interesting" interpretations of how to vote in a Condorcet
counted proposal made counting those parts of the ballot slightly
more difficult than normal.
There were a few problems with people forgetting their name and e-mail
address, but these were rectified. I also managed to configure my mail
server to forward votes to UseVote without running them through the
pre-processing script first, but this was easily fixed, and all those
affected during this (temporary) misconfiguration had their votes
re-acknowledged.
Many thanks to Richard for volunteering to act as secondary votetaker
on this complicated CFV. Not the easiest one to start off with, but
he's done a good job, and spotted a couple of votes that I'd missed
as a result of the misconfiguration.

The following proposals seek to fulfill a number of aims:
1) Clear up a number of "grey areas" in the committee election
guidelines in relation to UKVoting, by re-drafting certain areas to make
the text conform with accepted practice in uk.* hierarchy.
2) Bring the document in line with accepted practice and the wording of
the other guideline documents.
3) Make the arrangement of Control more formal.
4) Make the document gender-free.
5) Change name of Committee to reflect changes within usenet hierarchy.
6) Change the starting time of new Committee members to get round
problem of delayed elections.
7) Make various changes to the document to reflect recent discussions
within UNNA & UNNC.
8) Reduce period of term open and news members stand upon the Committee.
9) Set a period of time on which members resigning from the Committee
may not seek re-election.
10) Set a limit of number of terms people may serve upon the Committee.
11) Allow people to be co-opted to the Committee until the next Annual
Election.
It must be stated that I support some issues within this RFD but do not
support others, but several RFDs have been sent to Control which I have
attempted to cover, and also covered ideas which have been discussed
within UNNC and UNNA.

SUMMARY OF DISCUSSION:
This RFD has been running for a very long time, and has gone through
some
major changes - with certain proposals being dropped to simply the
voting.
The proposals within this RFD are the combination of about 4-5 proposed
RFDs and therefore satisfy all parties.
In the end the there are people in favour of some of these proposals and
others completely against them, but with the RFD covering such a major
range of issues no person supports every proposal - including myself.
And therefore the only way to conclude this matter is with a vote - and
can I please request people to consider each proposal on its merits
individually.
AND WHATEVER YOU DO - DO NOT VOTE AGAINST THE RFD DUE TO TIME LAPSE FROM
START TO FINISH - THE CFV WAS DELAYED DUE TO A REQUEST FROM THE
COMMITTEE,
AND THE UNEXPECTED LENGTH OF TIME TAKEN TO CONCLUDE THE COMMITTEE
ELECTIONS.

Rationale:
Control posts the Call of Nominations on behalf of UKVoting.

Rationale:
UKVoting selects a primary & secondary votetaker if a vote is required
for the elections.

appointed by the Committee, and he shall be responsible for conducting a
vote....

Proposal C: SHALL, SHOULD and MAY
Rationale:
This proposal is purely cosmetic, and brings the voting document into
line with a similar change made to the Guidelines in April 1997. It does
not actually change the meaning of anything.

The following text is to be placed at the start of the UK Usenet
Committee document.
[Two occurrences of the word "must" in the Election Procedure are
unaffected (but see next proposal).]
"The following words where used in this document have the precise

Proposal D: Nomination of News Administrators
Rationale:
Currently, a News Administrator needs to be nominated by other news
administrators. This has lead to difficulties in the past with getting
the required number of nominators. I propose to require just one of the
four to be a newsadmin. Observe also the removal of two occurrences of
"must", to avoid all possible confusion with "shall".
Proposal:

Candidates for the News Administrators class must be nominated by other
members of that class.

A moment there is an informal relationship that Charles Lindsey will
step in for Richard Letts, but this arrangement breaks down occasionally

Therefore this informal relationship needs to be made into a more
permanent arrangement or another person may have to be asked to step in
to help the smooth running of the uk.* hierarchy

Proposal J: Reduce term of Open and News members
Rationale:
The system of electing committee members for three years is far too
inflexible to suit the needs of a rapidly changing community. Whilst
it is appreciated that there should be some continuity of tenure in the
committee, this could more than adequately be served by the permanent
members and the inevitable re-election of many current committee
members.
However more frequent elections would mean that any committee member not
serving the best needs of the community could be replaced in a realistic
timescale.
Proposal:

One third of each elected class of member shall retire each year (if
more than one third have not already served a full 3 years, the choice
shall be made by lot).
WITH

Every elected Open and News class member of the Committee shall retire,
and may seek immediate re-election, after serving 2 years.

Control makes decisions of whether to allow RFDs to be posted or refers
the matter to the Committee. Therefore I think its inappropriate for

their own decisions.

The Committee has the authority to co-opt members if a vacancy exists on
the Committee (either through retirement from the Committee, Votes of No
Confidence in the Committee, positions not filled at the annual

The Committee should place an announcement of "Intention to Co-Opt"
within uk.net.news.announce, uk.net.news.config & uk.net.news.management
with a 7 day notice period detailing the person(s) to be co-opted and
the reasons for the co-opting.
The person can be co-opted after the 7 day notice period unless Control
receives 10 valid objections, or any objection which seems to the
Committee to be well founded.
Proposal O (this proposal should only be counted if Proposal N is
passed)
