Vote sent after close of voting amn.ubik.demon.oc.ku (Anthony Naggs) ! Vote sent after close of voting - ---------------------------------------------------------------------- Votetakers Comments: This was, without doubt, the single most complicated CFV in the history of the uk.* hierarchy, but many thanks to all of the voters for just returning the ballot paper and not the entire CFV, and also for simply sending it as plain text without an HTML duplicate. Some "interesting" interpretations of how to vote in a Condorcet counted proposal made counting those parts of the ballot slightly more difficult than normal. There were a few problems with people forgetting their name and e-mail address, but these were rectified. I also managed to configure my mail server to forward votes to UseVote without running them through the pre-processing script first, but this was easily fixed, and all those affected during this (temporary) misconfiguration had their votes re-acknowledged. Many thanks to Richard for volunteering to act as secondary votetaker on this complicated CFV. Not the easiest one to start off with, but he's done a good job, and spotted a couple of votes that I'd missed as a result of the misconfiguration. - ---------------------------------------------------------------------- This vote was conducted by a neutral third party member of UKVoting. UKVoting is a group of independent votetakers who count votes on CFVs in the uk hierarchy. The rules under which this vote is taken are posted regularly to uk.net.news.announce or can be found at the following URL: The UKVoting web pages can be found at There is a five day discussion period after these results are posted to uk.net.news.announce. Allegations of irregularity should be sent to control@usenet.org.uk. - ---------------------------------------------------------------------- RATIONALE: The following proposals seek to fulfill a number of aims: 1) Clear up a number of "grey areas" in the committee election guidelines in relation to UKVoting, by re-drafting certain areas to make the text conform with accepted practice in uk.* hierarchy. 2) Bring the document in line with accepted practice and the wording of the other guideline documents. 3) Make the arrangement of Control more formal. 4) Make the document gender-free. 5) Change name of Committee to reflect changes within usenet hierarchy. 6) Change the starting time of new Committee members to get round problem of delayed elections. 7) Make various changes to the document to reflect recent discussions within UNNA & UNNC. 8) Reduce period of term open and news members stand upon the Committee. 9) Set a period of time on which members resigning from the Committee may not seek re-election. 10) Set a limit of number of terms people may serve upon the Committee. 11) Allow people to be co-opted to the Committee until the next Annual Election. It must be stated that I support some issues within this RFD but do not support others, but several RFDs have been sent to Control which I have attempted to cover, and also covered ideas which have been discussed within UNNC and UNNA. - ---------------------------------------------------------------------- SUMMARY OF DISCUSSION: This RFD has been running for a very long time, and has gone through some major changes - with certain proposals being dropped to simply the voting. The proposals within this RFD are the combination of about 4-5 proposed RFDs and therefore satisfy all parties. In the end the there are people in favour of some of these proposals and others completely against them, but with the RFD covering such a major range of issues no person supports every proposal - including myself. And therefore the only way to conclude this matter is with a vote - and can I please request people to consider each proposal on its merits individually. AND WHATEVER YOU DO - DO NOT VOTE AGAINST THE RFD DUE TO TIME LAPSE FROM START TO FINISH - THE CFV WAS DELAYED DUE TO A REQUEST FROM THE COMMITTEE, AND THE UNEXPECTED LENGTH OF TIME TAKEN TO CONCLUDE THE COMMITTEE ELECTIONS. - ---------------------------------------------------------------------- PROPOSALS: Proposal A Rationale: Control posts the Call of Nominations on behalf of UKVoting. Elections section Point 1: REPLACE Each year during September, Control shall post to uk.net.news.announce a call for nominations for the News Administrators and Open classes of members. WITH Each year during September, Control shall post (on behalf of UKVoting) to uk.net.news.announce a call for nominations for the News Administrators and Open classes of members. - ------------------------------ Proposal B Rationale: UKVoting selects a primary & secondary votetaker if a vote is required for the elections. Elections section Point 2: REPLACE If the number of persons nominated in any class exceeds the number of vacancies, an independent vote taker from ukvoting@usenet.org.uk will be appointed by the Committee, and he shall be responsible for conducting a vote.... WITH If the number of person nominated in any class exceeds the number of vacancies, an independent votetaker(s) shall be appointed by UKVoting, and they shall be responsible for conducting a vote.... - ------------------------------ Proposal C: SHALL, SHOULD and MAY Rationale: This proposal is purely cosmetic, and brings the voting document into line with a similar change made to the Guidelines in April 1997. It does not actually change the meaning of anything. Proposal: The following text is to be placed at the start of the UK Usenet Committee document. [Two occurrences of the word "must" in the Election Procedure are unaffected (but see next proposal).] "The following words where used in this document have the precise meanings shown here: SHALL - any CFV which fails to follow this guideline will be invalid SHOULD - in all but exceptional or unusual cases a CFV ought to follow this guideline MAY - whilst this guideline is acceptable practice, it remains optional" - ------------------------------ Proposal D: Nomination of News Administrators Rationale: Currently, a News Administrator needs to be nominated by other news administrators. This has lead to difficulties in the past with getting the required number of nominators. I propose to require just one of the four to be a newsadmin. Observe also the removal of two occurrences of "must", to avoid all possible confusion with "shall". Proposal: Elections Section Point 1 REPLACE Candidates for the News Administrators class must be nominated by other members of that class. BY Candidates for the News Administrators class require at least one of their nominations to be from another member of that class. - ------------------------------ Proposal E: Make document gender-free. Rationale: Remove references to "he". Proposal: Elections Section Point 5 REPLACE ...but only the individual voter will be able to recognise and confirm his own vote. BY ...but only individual voters will be able to recognise and confirm their own votes. - ------------------------------ Proposal F: UK Usenet Committee Rationale: With the recent creation of the scot and wales hierarchy committees, it would be sensible to change the name of the UK Usenet Committee. Proposal: REPLACE Replace all references to "UK USENET COMMITTEE" WITH OPTION 1 With references to "UK HIERARCHY USENET COMMITTEE" OPTION 2 With references to "UK.* USENET COMMITTEE" OPTION 3 With references to "UK.* COMMITTEE" OPTION 4 Re-open the discussion. OPTION 5 (Status Quo) With references to "UK USENET COMMITTEE" - ------------------------------ Proposal G: Starting Time of Committee Rationale: The last 2 elections have been delayed due to various reasons, and so the committee members do not serve a complete 36 months. Proposal: Elections Section Point 2 ADD The elected committee members should take their places on the Committee from the date of the Results being published as Committee-Elect members. >From the 1st January in the year following the election the retiring members of the Committee should relinquish their positions and the Committee-Elect members should become full Committee members. - ------------------------------ Proposal H: Posting of Committee Elections CFV Rationale: Change the place where the CFV should be posted for the elections to represent current practise. Proposal: Elections Section Point 2 REPLACE Voting shall take place during October. The CFV shall be posted on uk.net.news.announce and to the uk-netnews-managers mailing list. BY Voting shall take place during October. The CFV shall be posted to uk.net.news.announce, uk.net.news.management, uk.net.news.config, and to the uk-netnews-managers mailing list. - ------------------------------ Proposal I: Control Rationale: A moment there is an informal relationship that Charles Lindsey will step in for Richard Letts, but this arrangement breaks down occasionally - - and causes the delay in posting of RFDs, CFVs and announcements into uk.net.news.announce. Therefore this informal relationship needs to be made into a more permanent arrangement or another person may have to be asked to step in to help the smooth running of the uk.* hierarchy REPLACE Control The person appointed as Control will be answerable to the Committee. He will moderate the group uk.net.news.announce and, acting under the name control@usenet.org.uk, shall be the sole person entitled to issue valid 'newgroup', 'rmgroup' and 'checkgroups' control messages for the uk.* hierarchy. He will perform all other duties set out in the companion document GUIDELINES FOR GROUP CREATION WITHIN THE UK HIERARCHY. He will be ex officio a member of the Committee, but will not have voting rights unless he also happens to be an elected or permanent member. WITH Control 1) This position will be filled by two people to act as Control & Deputy Control, with the Deputy filling in for Control when he/she is unable to perform the role. 2) They will moderate the group uk.net.news.announce. 3) Acting under the name control@usenet.org.uk, they will be the only people entitled to issue valid 'newgroup', 'rmgroup' and 'checkgroups' control messages for the uk.* hierarchy. 4) They will perform all other duties set out in the companion document GUIDELINES FOR GROUP CREATION WITHIN THE UK HIERARCHY. 5) They will be ex officio members of the Committee. They will not have voting rights unless they also happen to be an elected or permanent members of the Committee. - ------------------------------ Proposal J: Reduce term of Open and News members Rationale: The system of electing committee members for three years is far too inflexible to suit the needs of a rapidly changing community. Whilst it is appreciated that there should be some continuity of tenure in the committee, this could more than adequately be served by the permanent members and the inevitable re-election of many current committee members. However more frequent elections would mean that any committee member not serving the best needs of the community could be replaced in a realistic timescale. Proposal: REPLACE One third of each elected class of member shall retire each year (if more than one third have not already served a full 3 years, the choice shall be made by lot). WITH OPTION 1 Every elected Open and News class member of the Committee shall retire, and may seek immediate re-election, after serving 2 years. OPTION 2 Every elected Open and News class member of the Committee shall retire, and may seek immediate re-election, at the time of each annual election. OPTION 3 Re-open the discussion. OPTION 4 Stay with the Status Quo. - ------------------------------ Proposal K: Control should not be a voting member(s) of the Committee Rationale: Control makes decisions of whether to allow RFDs to be posted or refers the matter to the Committee. Therefore I think its inappropriate for Control to be a voting member of the Committee, and therefore voting on their own decisions. Proposal: REPLACE Control He will be ex officio a member of the Committee, but will not have voting rights unless he also happens to be an elected or permanent member. BY Control cannot stand for election to the Committee, and should be an ex officio member of the Committee. (Please note that if Proposal H is passed the text of point 5 should be changed to the above if this proposal is passed). - ------------------------------ Proposal L: Limit the number of candidates someone may nominate Rationale: For the 1998 Committee Elections some people nominated about 3 people which some people felt was not right. Proposal: REPLACE Elections Point 1 Nominations shall remain open for three weeks, and each candidate must receive 4 nominations. REPLACE WITH OPTION 1 Nominations shall remain open for three weeks, and each candidate must receive 4 nominations (but the people nominating should not have nominated any other candidate). OPTION 2 Nominations shall remain open for three weeks, and each candidate must receive 4 nominations; each nominator may nominate at most two candidates. OPTION 3 Nominations shall remain open for three weeks, and each candidate must receive 4 nominations; each nominator may nominate at most as many candidates in each class as there are places within that class in the election. OPTION 4 Re-open the discussion. OPTION 5 Stay with the Status Quo and leave text unchanged. - ------------------------------ Proposal M: Committee members should be identified within postings Rationale: Members of the Committee should be easily identifiable within their postings within uk.net.news.config & uk.net.news.management, and also should state whether they are stating personal or committee viewpoints. Proposal: ADD Committee members should identify within their postings to uk.net.news.config & uk.net.news.management that they are members of the Committee, and whether the postings they are making are made of behalf of the Committee or are just personal opinions. - ------------------------------ Proposals N & O: Committee may co-opt members until next Annual Election Rationale: Following recent discussion within UNNA it would be sensible for the Committee to be given the power to co-opt members until the next annual election time, especially for the newsadmin class. Proposal N: REPLACE Membership Casual vacancies shall be filled at the next annual election. BY Co-opting Committee Members The Committee has the authority to co-opt members if a vacancy exists on the Committee (either through retirement from the Committee, Votes of No Confidence in the Committee, positions not filled at the annual election). The Committee should place an announcement of "Intention to Co-Opt" within uk.net.news.announce, uk.net.news.config & uk.net.news.management with a 7 day notice period detailing the person(s) to be co-opted and the reasons for the co-opting. The person can be co-opted after the 7 day notice period unless Control receives 10 valid objections, or any objection which seems to the Committee to be well founded. Proposal O (this proposal should only be counted if Proposal N is passed) Option 1 Add the following to the wording of Proposal N: "The committee has the authority to co-opt members for the Open and Newsadmin classes." Option 2 Add the following to the wording of Proposal N: "The committee has the authority to co-opt members for the Newsadmin class only." Option 3 Re-open the discussion. Option 4 Stay with the Status Quo and leave text unchanged. -----BEGIN PGP SIGNATURE----- Version: 2.6.3i Charset: noconv iQCVAwUBOP3xFGOfGXkh8vHZAQEbCwP+K7sg78irhH0AyVR/ZAK6ivs06e2LZdw4 EPJrwXC+o+peznORdobtBci7Kgz+sVYChQ5t+woKr0T2Nal4HkcGhC3tPMPPe1F0 mlWXQM7cbLzt6xkZV/NaWgl0B9Nud8Xo6lRVCC3f9/VA5paxdVoODU2Y8+xQ/ZwF JxUSTg0ZbS8= =fK4H -----END PGP SIGNATURE-----
