3) Secondary Votetaker's Comments

This vote began badly, and continued badly.  The first CFV was withdrawn
because of the omission of one candidate's name from the list and the
omission of another candidate's statement.  The replacement CFV still
contained errors (too many nominators were listed for some candidates)
and the associated ballot paper introduced an altered definition of
"anonymous redirection services".  The intervention of the Committee,
during the course of the vote, which resulted from this introduction was
not universally welcomed (and has been disregarded by me in the
production of these results).  The Primary Votetaker eventually
submitted a set of results to Control, which the Committee decided
should be published in part only pending investigation of appeals and
objections.  The Primary Votetaker resigned.

At this stage I was able to step in as Secondary Votetaker and, with the
support of Control, the Committee and UKVoting, I issued an announcement
stating that I would be re-examining and re-acknowledging every vote
submitted, establishing their validity or otherwise using methods which
differed from both the CFV and the ballot paper.  This unprecedented
approach found acceptance in the uk.net.news.management community.
These results have therefore been arrived at on the following basis:

1.  Largely as a result of the "Bigfoot row", some voters had submitted
votes from more than one e-mail address.  These voters were invited to
select which vote they wished to appear in the results, their choice
being limited to the latest valid vote received from each e-mail
address.  I, as the individual votetaker now in charge of the vote, do
not agree that ballots using a Bigfoot address should have been excluded
in the way that they were, and I have disregarded the reference to
Bigfoot in the rubric on the ballot paper.

2.. The CFV required that the e-mail address which appeared in the
ballot paper should be that to which the ballot paper had been sent.
This requirement (which automatically validates the e-mail address) was
not adhered to when the votes were initially examined, and as a result
voters who fell foul of this instruction were offered no opportunity to
re-vote.  Because of this, I have disregarded this instruction when re-
examining the votes.

3.  Some voters entered in the ballot paper e-mail addresses which are
role or positional addresses listed in RFC2142, such as news@domain or
usenet@domain.  On the initial examination of the votes, these
particular votes were not queried to establish whether they did in fact
come from individuals.  Because it is now too late to invite such voters
to vote again from an alternative address, I have not discarded any vote
on the grounds of the use of a role or positional e-mail address.

4.  Some voters sent their ballot to an address other than the voting
address (e.g. to com2002@autoballot.ukvoting.org.uk or to
com2002@request.ukvoting.org.uk).  Such votes should have been refused
and the voter invited to re-vote to the correct address.  Because this
did not initially happen in all such cases, I have accepted all such
votes which I received as if they had been sent to the voting address.

None of the above departures from normal custom and practice should be
considered in any way to set a precedent, and voters in future votes are
strongly advised to read the CFV and ballot paper rubric carefully and
ensure that the votes they submit are in accordance with the
instructions for that particular vote.

It is very regrettable that in the case of one voter it was discovered,
during re-examination of the votes, that the initial acknowledgement had
been sent to the wrong e-mail address, and the acknowledgement sent by
me to the e-mail address contained in the ballot paper bounced as
undeliverable.  This means that this vote must be regarded as invalid,
despite the voter having originally received no notification of its
invalidity, because the e-mail address in the ballot paper was never
validated as a working address.

Two other acknowledgements which I sent bounced as undeliverable -
fortunately, neither was one which required a reply selecting which vote
to use.  In one case I had expected this, since the voter had already
notified me, immediately after my published announcement, that he had
changed e-mail accounts in the meantime.  In both cases the original
acknowledgement (which was sent to the correct address) was successfully
delivered, and the e-mail address in the ballot had therefore been
validated as a working one.  These votes have therefore been included in
the results.

In the list of votes, there is one ballot ID whose length differs from
the others.  This was issued manually by the Primary Votetaker at the
voter's request.  I have added some spurious characters after the end of
the ballot ID so that it is indistinguishable from the others in terms
of its length, but the voter to whom it was allocated will be able to
recognise it.

It is not usual to include a paragraph like this in the votetaker's
comments, but I wish to apologise to all candidates for the very long
time they have had to wait to learn the outcome of the elections, and to
congratulate them on the restraint which they have by and large shown
during the waiting period.

Statement

I have been a member of the UK Usenet Committee since it was first
setup and have been the proponent on three UK RFDs since than and have
helped another two through to fruition. I've also been a co-proponent
on one Big-8 group (misc.business.consulting).

I have tried to take an active part in most debates that we've held
here and have contributed to the many decisions that the Committee has
to make.

Over the past few years, I've been away a great deal, although this
has largely ceased and from October I will be in a much more local
job.

Statement

It's been nearly five years since I subscribed to u.n.n.c, and since
that time I've argued, ignored, disagreed and proposed. I think now
may be the right moment to act: considering the huge amounts of
rhetoric that seem to spew forth daily on anything other than the
business of improving Usenet for the majority of it's users perhaps it
is time for someone who has no axe to grind, no point to make and no
glory to forge to put up her hand and try and make a difference.  I
make no promises: I'll do my best, I'll try and be fair. I'd expect
nothing less from anyone else.

Statement

I have been using Usenet for about four years now and have been active
on uk.net.news.* for about two. During this time I have worked to try
and ensure that the group creation process works smoothly and to try
and make life easier for uk.* users to get useful groups. To that end
I have been a mentor since their inception and have RFD'd changes to
charters that allowed for the extending uk uk.current-event.* groups
and quick creation of uk.media.* groups.

To maintain the hierarchies integrity I feel that it is important that
we continue to ensure that groups are properly named and that the
written guidelines are followed and that confusiion is dealt with in a
quick and sensible way. I also feel that we should be checking that
groups haven't failed and that the role of Dr Death is very important.

Overall I feel that the system is working well and I would not push
for any major changes.

Statement

Back in 1999, when I first stood for the committee, I had serious
concerns about the difficulties which faced new proponents.  A lot has
changed since then and I now believe it is easier than ever to form a
new group.  There is ample help available for anyone who wants to go
through the process.  Whilst this has not totally removed the
problems, it does make the passage of a new RFD that much easier.

The hierarchy now faces new challenges.  It faces the challenge of
petty squabbles and unproductive noise that make the newcomer feel
that he or she has stumbled upon a viper's nest.  It is a problem that
requires a new determination to overcome.  Or rather a new apathy,
since I am convinced the correct way of dealing with those whose sole
purpose is to cause mischief is to ignore them.  At the same time we
(the committee) should be urging everyone to treat newcomers to our
groups with politeness and patience. Our hierarchy /can/ rise above
the trolls and wreckers.

Thomas Lee once paid me a great compliment.  He said I was pragmatic
and flexible. That doesn't mean I am shy of speaking out for something
in which I believe, but neither am I afraid to admit it when I've got
it wrong.  However, I try to keep a sense of perspective on the whole
thing.

It is, after all, only Usenet.  No one dies.

Statement

As a professional news administrator, I believe that the interests of
both uk.* users in general and my users in particular are best served
by having a group creation process that maintains a reasonable balance
between avoiding the creation of unnecessary groups while still
allowing popular groups to be created easily. As part of this, I
believe that on occasion, common sense and the Committee's discretion
sometimes has to take precedence over strict interpretation of the
Guidelines. I also consider it important that the Committee's
decisions be based on accurate information on both the technical
aspects of Usenet and the practical aspects of news administration.

Statement

I'm not going to sit here and type a load of rubbish, so I'll say this
instead; I want to see the uk.* hierarchy prosper as much as
possible. I think that Usenet is an excellent resource, and much
better than signing up for endless profiles and chat rooms. I see
Usenet as a widespread digital university debating society, insofar as
many serious issues are discussed but allot of fun is had along the
way.

As for why I want to be on the committee, I believe I can give a
rational and common sense view on any issue raised. I will not act
with bias towards a person, but look at the evidence for and against
an issue (if you like, "weigh up the pros and cons") and decide on
that, and that alone.

Some of you may also know that I am a member of UK Mentors, and I
state now that I will resign from UKM if I am elected to the committee
on the basis of fairness to proponents. I also am a member of the
Scout Association and I am attending the 20th World Scout Jamboree in
Thailand, as part of the Devon contingent, at the end of this year. Oh

I have been using usenet since 1996.  I have knowledge of the group
creation process gained from proposing uk.culture.arts.theatre,
amending the charter for uk.local.southwest and proposing the removal
of uk.announce.d

I am a member of UK Mentors, actively engaged in helping people
through the group creation process.

In real life, I am a boatman, writer, web site creator and actor.  I

As a long-time poster in uk.*, and uk.net.news.*, several people
suggested I stand.  That experience of uk.* means I know both the
highs and the lows, the perils and the pit-falls.  I know what
challenges I face, and I know I can see it through.  I am not going to
fall silent, I will continue to engage in discussions on what's best
for uk.* with anyone who cares to approach me.

My core belief is in that openness and frank discussion.  It is all
too easy for people, however well intentioned, to fall silent, in line
with 'the system'.  Open and flexible discussions, to gauge what the
users of uk.* want, is necessary and desirable and I intend to be part
of that process, representing people and their views, whether that be
pro- or anti-any given point, so that the system works for the people,
not the people for the system.
