Rationale:      

There are currently some vehicle based groups which exist under uk.rec.*
namely: 
	uk.rec.cars.classic
	uk.rec.motorcycles

There are some transport groups currently in the uk.transport hierarchy
namely:
	uk.transport
	uk.transport.ride-sharing

There exists a group from the old ways of the uk.* hierarchy which does
not as yet have a new home:
	uk.railway

There are also proposals going on at the moment for some more car based
groups under uk.rec.cars.* and for some aviation groups (also under uk.rec.*)
and also for a learner driver group (under uk.transport) but as there is no
clear policy on where they should live they can all choose on an individual
basis.  This means that the discussion of whether there should be a
designated hierarchy and which it should be has arisen more than once.

The intention of this proposal is for the future of the transport and vehicle
hierarchies to be agreed across the board in preparation for all new
proposals.

CHARTER: Framework for uk.rec.cars.*
 
For the discussion of the technicalities and usage of cars within
the UK. Although such usage will mostly be of a recreational nature,
discussion of non-recreational usage is not forbidden. Groups may exist
under this hierarchy for different types of car (classic, sports, etc.)
and for different activities involving cars (maintenance, etc.)

Note that motorcycles should be discussed under uk.rec.motorcycles,

policy should be discussed under uk.transport.*.
