Once again, the result was very close, with the winning option beating 
Status Quo by just 13 votes.  

As usual, a couple of people failed to follow the voting instructions 
correctly and failed to resubmit their votes.

RATIONALE: (including Summary of Discussion)

The newsgroup uk.media.tv.sky is intended, by its current charter, to 
be a programme discussion group. It has in recent past, however, become 
the focus for a considerable amount of technical discussion relating to 
sky services.  

The proposed new group would provide a more suitable home for such 
discussion.  

Discussion as to what exactly this group should cover (digital only or
digital and analogue explicitly) and where it should be located within
the uk.tech.* hierarchy to both attract the readership and stay
relevant has been intensive so far, but opinion is still divided.

After the initial discussion on the 3rd RFD had died down, the RFD 
which was intended to lay down the options in preparation for a vote, a 
fourth option was suggested of uk.media.tv.sky.tech. Even though it was 
a bit late in the day, the proponent felt that this option was worthy 
of consideration so this 4th RFD intends to set out the options once 
again ready for an imminent CFV between them.  

The charters for each of these options are given separately below with
material common to all at the end.
