Votetaker's Remarks
There were a lot of ballots from the proponents' school, but that was to
be expected. Voters (or their editing software) discovered a number of
new ways to mangle ballot papers. I had to hand-edit more ballots than
usual by hand to keep the counting software happy. [I much prefer not
to touch ballots if I can get the software to read them.]
Two ballots didn't include the name in the appropriate place on the
ballot paper. As per normal UK-VOTING procedures these ballots were
not counted. Two ballots had mis-spellings in the Email Address: fields
causing the acks to bounce. Again, these ballots were not counted.
One person sent in an empty email.
In none of the five cases above did the voter either attempt to contact
me or send in another ballot.

Rationales and Charters from the CFV
Reason for CFV:
The 3rd RFD was available for discussion for more than 10 days and the
discussions seemed to have reached a natural end. We as the proponents
have endeavoured to answer all queries and feel that the current Charter
is acceptable to most posters to this discussion. A lot of the discussion
has surrounded the naming of the groups.
We prefer the uk.education.students.* option with the amendment to the
uk.education.* hierarchy charter. We would not be interested in moderating
a uk.people.* option so simple yes/no votes only are included.
Proposed change to the charter for uk.education.* hierarchy:
A hierarchy for all education issues and / or training issues and for the
teaching profession and students.
(the addition of 'and students' is the only change)

There is a need for a moderated newsgroup to allow children to discuss
school related topics and current affairs with their peers. At present
there are many newsgroups designed to help children establish penpals but

The need for this group arises as teachers want their pupils to use this
aspect of the internet, along side emailing and web browsing, in a safe
environment. To achieve this the newsgroup will be moderated, the reasons
being to prevent adverts, binaries, offensive or inappropriate postings
and make sure children do not give our personal information about themselves
ie. to provide a safe environment for pupils to discuss things. The initial
moderators will be G. Nagel-Smith and R. Stevenson, ICT teachers at the
Ballard Lake Prep School, Hants.

This newsgroup exists as a discussion forum for children aged 7-11.
Postings may be made from home or school.
Contributions should be concise and practise good netiquette when quoting
other postings.
Posters should be prepared to back up their statements and contributions
with reasons for their thinking eg. 'I think ... because'. Threads may be
started by posters about current affairs or educational / education
related topics. 'General chat' (for example just saying hello to someone)
is not encouraged and may be moderated, most general chat is best conducted
via email or in a more appropriate newsgroup rather than here.
The newsgroup will also exist for teachers to enable pupils to learn how
to use newsgroups. Although this group is for children, adults who would
like to contribute regularly by starting discussions on relevant topics
and by helping discussions develop are encouraged to contact the moderators
to express their interests.
The educational value of the group is threefold:
1) learning how to use a newsgroup
2) learning how to put your opinion over to others
3) gaining knowledge / insight from reading other people's opinions /
statements
An FAQ or 'student friendly' charter/guidelines for posting will be
