The following proposals seek to allow multiple proposal documents to be 
issued for amending the guidelines, and then seeking fast tracking of 
certain proposals & votes on other proposals.But also gives the option 
that all changes to any of these documents must automatically be voted 
upon.

And also bring all of the documents in line with the UK Usenet Committee 
Guidelines.

Add following "Rule Changes" section to the end of each document

Rule Changes
Any changes to these rules, or those in the companion documents, shall be 
proposed in an RFD in accordance with the GUIDELINES FOR GROUP CREATION 
WITHIN THE UK HIERARCHY, insofar as they are applicable. RFDs for rule 
changes shall be discussed in the newsgroup uk.net.news.management, and 
this will be the definitive record of discussion.
