The forged cancellation of the first RFD was a clearly exceptional
circumstance and caused some procedural headaches, but I believe the
correct course of action was taken. I shall not enter into any
correspondence regarding what the result would have been had that
decision not been taken - or any other ifs, buts or maybes.

Many thanks to all the voters for remembering to put their names and
addresses on their papers. It is truly appreciated.

There has been an ever increasing problem with commercial
advertising in  uk.local.lothians. This proposed charter change is
designed to attempt to  eradicate the problem.

PROPOSED CHARTER CHANGE: 
========================

EXISTING CHARTER:

"Uk.local.lothians is for the discussion of any topic relating to the   
Lothians. This area currently takes in the Unitary Authority areas of
East Lothian, City of Edinburgh, Midlothian and West Lothian. 

Due to the diverse community in the Lothians, uk.local.lothians
welcomes posts in any language, but considers English the main
language. Posters in other languages are encouraged to give
translations in English where possible. 

Commercial advertising is un-welcome, although a company reference in
a signature not exceeding four lines is acceptable. 

Messages posted to this newsgroup must not be cross-posted to more than
a TOTAL of four uk.local.* newsgroups; these may be geographically
adjacent or overlapping, or connected by the subject of the post (e.g.
"moving house from Glasgow to Edinburgh"). 

With the exception of PGP signatures, the posting of binaries or
other encoded data files is not permitted." 

PROPOSAL:

That the third paragraph of the above Charter be replaced by
the following:

"Commercial advertising is expressly forbidden. Any Commercial
