======================================================================

INFORMATION ON THE BALLOT

Voters were asked to show their preference on a single Yes/No
question: Create group 'uk.people.bdsm.creative'?

======================================================================

RESULTS

There were 20 vote emails received:

16 Valid and counted votes
  4 Invalid votes (all of which were corrected by the voter on
    the 2nd submission and are included in the counted votes)

Of the 16 valid and counted votes received, the preferences were:

       Yes: 13
        No:  2
   Abstain:  1

Under the Voting Procedures for the uk.* Hierarchy, a winning option
must have at least 12 YES votes more than NO votes. In this case, the
winning margin did not reach this number and the proposal therefore
fails.

VOTETAKER'S COMMENTS

A pretty simple vote to administer, with no significant issues. More
people than usual seemed to have problems understanding the instructions
on both the CFV and the ballot paper, but other than that there were
no difficulties.

RATIONALE from the last RFD

uk.people.bdsm is a major source of discussion of BDSM topics in the UK
but stories and experiences are explicitly forbidden in its charter. A
number of people had requested that the charter be amended to allow
these but others felt another newsgroup should be formed for this
purpose.

============================================================================

CHARTER

Contributions and discussion of stories, poetry and fantasies relating
to BDSM and s/m including stories and fictional experiences based on
actual facts with particular reference to the UK.

Anyone posting creative work must be either the original author of the
work or have explicit permission to post it (note that "it's from a web
page" is not explicit permission). URLs linking to internet sites of
original works are permitted.

General BDSM & d/s discussion in the UK is more appropriate in
uk.people.bdsm whose charter may be found at
http://www.usenet.org.uk/uk.people.bdsm.html#uk.people.bdsm

No personals are allowed; these should be posted to
uk.people.bdsm.personals.

Encoded binaries (e.g. pictures, compressed files, etc.) are
forbidden. Such material belongs on a web or FTP site to which
a pointer may be posted. Cryptographic signatures (e.g. PGP)
may be used where authentication is important and should be as
short as possible.
