Voters were asked to vote on a proposal to create the group
uk.net.news.moderation with the following options

Option A: Create uk.net.news.moderation with Charter A
Option B: Create uk.net.news.moderation with Charter B
Option C: Status Quo (Do not create group)
Option D: Re-Open Discussion


CHARTER A: uk.net.news.moderation

The group may discuss any and all aspects of moderation, including
cancellation of posts, of any proposed or existing uk.* groups.

Complaints by posters who feel they have been mistreated by
moderators are specifically on topic. Other topics may include, but
are not limited to: Moderation software, moderation rules, selection
and election of moderators, moderators responsibilities, moderators
regular postings, complaints from aggrieved posters, PGPMoose,
multiple moderated groups, etc.

Advertising is forbidden. Encoded binaries (e.g. pictures,
compressed files, etc.) are forbidden. Cryptographic signatures
(e.g. PGP) may be used where authentication is important but should
be as short as possible.

to the vote address

Multi-option group creation votes in the uk.* hierarchy are decided by
a two-stage procedure. All options are first compared with votes for
the status quo (Do Not Create Group), and any which are not preferred
to SQ by the required margin of 12 votes are eliminated. The remaining
options, if any, are then evaluated by the Condorcet method.


STAGE 1 - Options compared to Status Quo

Option A beat Status Quo by 30 votes to 18 (12 votes)
Option B beat Status Quo by 34 votes to 14 (20 votes)
Option D beat Status Quo by 31 votes to 14 (17 votes)

Therefore, as options A, B and D beat Status Quo by 12 votes or
more, they all progress to the second stage of the count.

A straightforward vote so my thanks to the voters who made it easy and
especially the voter who had to send via a different source to normal 
and sent a separate email to the votetaker to explain the problem.

My thanks also to Adam Price who not only pointed out the PGP signed 
acknowledgement was difficult to read in his email client but worked 
with me to determine the best method of sending such acknowledgements

RATIONALE from the last RFD

The uk.* hierarchy has a number of moderated groups. There is no
specific place where moderators, moderated group readers and other
interested parties may discuss matters concerning existing or
proposed moderated groups.

This group has been proposed before however it was not created
(following a vote). Specifically, on 9th February 2004 the results
posting indicated that it won the vote, but not by the +12 margin
required to cause the group's creation. The required 3 months have
passed and this issue can now be brought up for discussion once
more.

Several moderated groups have been created recently and following on
from this there has been a dramatic increase in traffic discussing
moderation in related groups and in unnc (indeed, it appears that a
majority of the posts to unnc now relate to moderation). There needs
to be a place for such discussion, as discussion in the group
itself, related groups or unnc may not be appropriate nor desirable.
