INFORMATION ON THE BALLOT
Voters were asked to vote on a proposal to create the group

regular postings, complaints from aggrieved posters, PGPMoose,
multiple moderated groups, etc.
Advertising is forbidden. Encoded binaries (e.g. pictures,
compressed files, etc.) are forbidden. Cryptographic signatures
(e.g. PGP) may be used where authentication is important but should

RESULTS
There were 52 emails received and archived by the UKVoting server
to the vote address
48 Valid and counted votes
1 Vote subsequently superceded by the voter
2 Query emails
1 Test mail by the votetaker
A full breakdown of the votes received appears later in this document.
Multi-option group creation votes in the uk.* hierarchy are decided by
a two-stage procedure. All options are first compared with votes for
the status quo (Do Not Create Group), and any which are not preferred
to SQ by the required margin of 12 votes are eliminated. The remaining
options, if any, are then evaluated by the Condorcet method.
STAGE 1 - Options compared to Status Quo
Option A beat Status Quo by 30 votes to 18 (12 votes)
Option B beat Status Quo by 34 votes to 14 (20 votes)
Option D beat Status Quo by 31 votes to 14 (17 votes)
Therefore, as options A, B and D beat Status Quo by 12 votes or
more, they all progress to the second stage of the count.
STAGE 2 - Comparison of the remaining options
RAW PREFERENCES GRID
A B C D
Option A [n/a] [ 9] [ 30] [ 29]
Option B [ 34] [n/a] [ 34] [ 32]
Option C [ 18] [ 14] [n/a] [ 14]
Option D [ 19] [ 16] [ 31] [n/a]
In this grid, each number represents the number of votes which were
cast that preferred the option named in the number's row to the
option appropriate to the number's column. For instance, 30 votes
preferred Option A (create uk.net.news.moderation with Charter A)
to Option C (Status Quo) whilst 31 votes preferred reopening the
discussion (Option D) to the Status Quo.
OPPOSITE COMPARISONS GRID
A B C D
Option A [n/a] [-25] [ 12] [ 10]
Option B [ 25] [n/a] [ 20] [ 16]
Option C [-12] [-20] [n/a] [-17]
Option D [-10] [-16] [ 17] [n/a]
In this grid, each number represents the number of votes which were
cast that preferred the option named in the number's row to the
option appropriate to the number's column less the number of votes
which were cast that preferred the option named in the number's
column to the option appropriate to the number's row. For instance,
17 more people preferred Option D (Re-Open Discussion) to Option C
(Status Quo) than preferred Status Quo to Re-Open Discussion.
CONDORCET RESULT
The winning option in the absolute table is that where all
the numbers in its row are higher than the number in the
equivalent position in its column.
The winning option in the relative table is that which has
all positive numbers in its row and all negative numbers in
its column.
Therefore, the Condorcet winner is Option B (create newsgroup
uk.net.news.moderation with Charter B).

INDIVIDUAL VOTE DETAILS
Notes:
1. Voters were asked to rank the options from 1 (highest) to 4
(lowest). Equal rankings are allowed. Any unranked options are ranked
equally as the least preferred option.
2. Voters, on this occasion, left blank all options unranked. All the
unranked options have been represented in the table by '-' (dash).
3. The votes column shows the ranking given by the voter to each
option.
For example:
A B C D
voter 1 1 2 3 4
voter 2 - 2 1 -
Voter 1 ranked option A first, then B, then C and then D.
Voter 2 ranked Option C first, then B, and left the other options
unranked.

VOTETAKER'S COMMENTS
A straightforward vote so my thanks to the voters who made it easy and
especially the voter who had to send via a different source to normal
and sent a separate email to the votetaker to explain the problem.
My thanks also to Adam Price who not only pointed out the PGP signed
acknowledgement was difficult to read in his email client but worked
with me to determine the best method of sending such acknowledgements
PGP signed.

VOTING AND APPEAL GUIDELINES
This vote was conducted by a neutral third party member of UKVoting.
UKVoting is a group of independent votetakers who count votes on behalf
of the uk.* hierarchy and other 3rd parties.
The rules under which votes for the uk.* hierarchy are taken are posted
regularly to uk.net.news.announce or can be found at the following URL:
<ftp://sunsite.doc.ic.ac.uk/usenet/news-info/news.answers/uk/voting>
The UKVoting web pages can be found at <http://www.ukvoting.org.uk/>
There is a five day discussion period after these results are posted to
uk.net.news.announce.
Allegations of irregularity should be sent to control (at) usenet.org.uk

RATIONALE AND PROPOSAL FROM THE CFV
RATIONALE: uk.net.news.moderation
RATIONALE from the last RFD
The uk.* hierarchy has a number of moderated groups. There is no
specific place where moderators, moderated group readers and other
interested parties may discuss matters concerning existing or
proposed moderated groups.
This group has been proposed before however it was not created
(following a vote). Specifically, on 9th February 2004 the results
posting indicated that it won the vote, but not by the +12 margin
required to cause the group's creation. The required 3 months have
passed and this issue can now be brought up for discussion once
more.
Several moderated groups have been created recently and following on
from this there has been a dramatic increase in traffic discussing
moderation in related groups and in unnc (indeed, it appears that a
majority of the posts to unnc now relate to moderation). There needs
to be a place for such discussion, as discussion in the group
itself, related groups or unnc may not be appropriate nor desirable.
CHARTER: uk.net.news.moderation
The group may discuss any and all aspects of moderation, including
cancellation of posts, of any proposed or existing uk.* groups.
Topics may include, but are not limited to: Moderation software,
