3) Votetaker Comments

There were no problems at all runing this vote, although this
was primarily due to the low turnout. Two people submitted
invalid ballot papers (no name and address); one of these
was resubmitted and has been counted, the other was not.

I have to agree with previous votetakers that the procedure
seems to be unnecesarily unwieldy, given the usage of the
group and the number of moderators required.

- -------------------------------------------------------------

4) Voting and Appeal guidelines

This vote was conducted by a neutral third party member of
UKVoting. UKVoting is a group of independent votetakers who count
votes on behalf of the uk.* hierarchy and other 3rd parties.

The rules under which votes for the uk.* hierarchy are taken are
posted regularly to uk.net.news.announce or can be found at the
following URL:

<ftp://sunsite.doc.ic.ac.uk/usenet/news-info/news.answers/uk/voting>

The UKVoting web pages can be found at <http://www.ukvoting.org.uk/>

There is a five day discussion period after these results
are posted to uk.gay-lesbian-bi

Allegations of irregularity should be sent to
ukvoting@ukvoting.org.uk.

- ----------------------------------------------------------

5) Moderation Panel Elections Guidelines

- From the charter for uk.glb:

Election

2 Initially moderators shall be the panel elected as part of
the charter change process.

3. Then each year there after elections will be held for the posts
of moderator.

i. 11 months after moderation comes into effect (and every twelve
months subsequently) the moderation panel will appoint a neutral
party to conduct the election as vote taker. The vote taker will
issue a call for nominations for a new moderation panel.

ii. Nominations will be open for 10 days and to be valid each
nominee will have to be proposed and seconded by white list posters
(self-nomination is permitted). All white list posters shall have the
right to vote, regardless as to whether they were white listed before
or after the opening of nominations.

iii. At the end of 10 days a list of candidates (including their
proposers/seconders) will be published.

iv. A five day period of hustings will be held during which the
candidates will answer questions from posters to the group.

v. The vote taker will issue the first call for votes, to be
followed by a second call for votes five days later, the voting
period lasting in all for 10 days, votes shall only be valid if
submitted on official ballot forms.

vi. Voting will be by the Single Transferable Vote method, with
a reopen nominations candidate (RON) added to the ballot.

If RON passes the quota then all the then unfilled places are
void requiring a new election for those vacancies.

vii. Each voter shall receive an acknowledgement from the vote
taker. They will be given a unique identification as part of their
acknowledgement, this will enable them to verify their vote when the
result is published while protecting their identity from other
voters.

viii. The vote taker will publish the result and a voting list
comprising voter identifiers and their vote.

xi. In the event of less than 4 moderators being elected or RON
passing quota the vote taker will issue a second request for
nominations no later than 1 month after the close of ballot
and hold elections for the remaining vacancies.

Those elected at this election shall serve until the annual
round of elections are held.

CANDIDATES:

The following nominations were received and accepted:

Please find below details of the people who nominated each candidate
(Name & Email Address) and a short statement from each candidate:

Candidate: Paul Anderson <paul at watman dot clara dot co dot uk>
Nominator: Adrian Hadayah <adrian at diatom.net>
Nominator: Mark Smith <marrkn19 at aol dot com>

Personal Statement:

I value the group highly. Since moderation makes the group
viable and the mod team perform the necessary tasks to ensure
that uk.glb remains as open, readable and welcoming as possible,
I'm willing to commit the resources to share in the task and
offer myself for re-election.

- ------------------------------------------------------------------

Candidate: paulG <notion at paddington dot org dot uk>
Nominator: paulG <notion at paddington dot org dot uk>
Nominator: Laurence Jupp <laurence at narya dot org >

Personal Statement:

I've done this job for 1 year with no complaints (to my knowledge) and
quite enjoyed it. If I am voted in for a 2nd time I promise not to steal
any gold bullion from anyone - I also intend to keep with the Group's
ethos and reject the spam and other junk as permitted under the Charter.
I shall admit to getting a personal sense of satisfaction from pressing
the "Reject" button.

I shall not stand next year so that some mug(gle) can pick up the whip
without fear of me padding along to the next room or picking up the phone
to say "Oi! Read your emails, as there's a moderator's decision I feel you
can have useful input on" :)

I am an regularish lurker, very occasional poster, chocolate bear and
mostly proud of it! Hugs often available without request.

- ------------------------------------------------------------------

Candidate: Dale <ukglb at webeye dot freeserve dot co dot uk>
Nominator: Dale <ukglb at webeye dot freeserve dot co dot uk>
Nominator: Neil Matthews <neil at chaos dot org dot uk>

Personal Statement:

I've been reading UKGLB for longer than I really want to remember or
admit! This was the first newsgroup that I cut my teeth on and have
seen many changes within it, including the application and success of
moderation. After years of usage I felt it was time I did a bit of work
for the group that has supported me in the past.

I currently moderate another newsgroup, alt.religion.wicca.moderated -
which uses WebSTUMP, and feel that I have transferable "skills".

I'm 32, living with my partner, work for an ISP and have been on UseNet
for years.

- ------------------------------------------------------------------

Candidate: Jonathan Bratt <jonnybratt at aol dot com>
Nominator: Paul Anderson <paul at watman dot clara dot co dot uk>
Nominator: Lyn David Thomas <lyn at trebute dot fsnet dot co dot uk>

Personal Statement:

Having been a member of the group on and off for several years, and a
belief both in the principle of moderation and the right to free speech,
I think I have the experience to know what should and should not pass
moderation, the time, and technical know-how (i.e. not too much) to be
able to carry out the role.

- ------------------------------------------------------------------

Candidate: Yaz <yaz at vamanchester dot org dot uk>
Nominator: Yaz <yaz at vamanchester dot org dot uk>
Nominator: Lyn David Thomas <lyn at trebute dot fsnet dot co dot uk>

Personal Statement:

- ------------------------------------------------------------------

Candidate: Kate West <kate at fishbulb dot fsnet dot co dot uk>
Nominator: Kate West <kate at fishbulb dot fsnet dot co dot uk>
Nominator: Lyn David Thomas <lyn at trebute dot fsnet dot co dot uk>

Personal Statement:

- ------------------------------------------------------------------

Candidate: Gregoire Kretz <gktz at heian dot org dot uk>
Nominator: Gregoire Kretz <gktz at heian dot org dot uk>
Nominator: Neil Matthews <neil at chaos dot org dot uk>

Personal Statement:

Keeping it simple, that's what I'd like to do for ukglb. First because
sometimes we tend to forget its core subject and go hairsplitting about
moderation and new procedures instead, and secondly because I don't understand
anything the moment it becomes technical - and I have a feeling many find the
subject as boring as I do. :)
It's all based on volunteers and goodwill which worked so far, and imnho
should remain an accessory to real life. And a lot of fun, if possible.

- ------------------------------------------------------------------

Candidate: Stephen M Baines <usenet at kitschcamppalace dot org dot uk>
Nominator: Stephen M Baines <usenet at kitschcamppalace dot org dot uk>
Nominator: Gregoire Kretz <gktz at heian dot org dot uk>

Personal Statement:

All about me at http://www.kitschcamppalace dot org dot uk
Judge me on anything at all, I really don't care.
