Each voter shall receive an acknowledgement from the vote taker. They will be given a unique identification as part of their acknowledgement, this will enable them to verify their vote when the result is published while protecting their identity from other voters. viii. The vote taker will publish the result and a voting list comprising voter identifiers and their vote. And therefore the following are the votes with the Unique ID for people to identify their votes and the way people voted: Re-Open Nominations ---------------------\ Stephen M Baines ------------------\ | Robert Marshall ---------------\ | | Lyn David Thomas ------------\ | | | Gus Bell ---------\ | | | | Paul G ------\ | | | | | Paul Anderson ---\ | | | | | | | | | | | | | Voter ID | | | | | | | 03d662509ac51705 2 3 5 1 4 7 6 2d1cd2b910747fde - - - 1 - - - 45e98013b87ff527 1 2 3 4 5 6 - 769eb7802f44e17c 6 3 2 5 1 4 - 80bdcf39cb5df5f9 3 4 2 1 5 6 - 895077c3acc16db4 5 1 - 2 4 3 - 916f18a8ad525efd 6 5 1 3 2 4 7 a4e4f44eff39bb7c W W W W W W W b0bf82cac7fa1ea4 1 3 6 2 4 5 - cee0bbf0686fda92 1 2 6 3 5 4 7 d9c6b6896d92369b 2 5 6 1 4 3 7 ddc284925debd9d4 5 1 3 2 6 4 - Key: - = No preference expressed W = Withheld - see votetaker comments. If you wish to check that your vote has been correctly recorded, your Voter ID can be found on your ballot paper and your acknowledgement. It should be noted that the Voter IDs were issued randomly, and the sequence here does not match either the order in which ballot papers were requested or the alphabetical sequence of voter names or email addresses. ----------------------------------------------------------- 3) Votetaker Comments One voter twice requested a ballot paper to a spamtrapped email address. The votetaker issued a ballot paper via the UKV server following a conversation with the potential voter. Voters are reminded that placing a spamtrapped address as the Subject: or Reply-To: in emails requesting a ballot paper means that the server will issue a ballot paper to the spamtrapped address and not the From: address as email addresses in the Subject: or Reply-To: headers override the From: address. The disallowed vote was disallowed because the voter was not on the final pre-approved list received from the server admin. The voter was informed that their vote would be disallowed if they were not on the pre-approved list at the end of the voting period and were pointed to the relevant sections of the election rules in the uk.glb charter. It should be noted that the rules for the election state in (vii) and (viii) that the voter identifiers and how they voted should be published but makes no distinction between valid and disallowed votes - in other words all votes should be published. (vii) requires the votetaker to publish the results in such a manner as to protect voter identities as to how they voted. In this vote, if the way that the disallowed vote had voted was published, then it would be possible from the list of IDs and voting preferences to ascertain the way that the disallowed voter had voted. To preserve the privacy of the voter in question, the votetaker has published the ID but withheld the vote details of that vote. The votetaker would recommend that consideration be given to changing (vii) and (viii) to publish the vote preferences from valid votes only. ----------------------------------------------------------- 4) Voting and Appeal guidelines This vote was conducted by a neutral third party member of UKVoting. UKVoting is a group of independent votetakers who count votes on behalf of the uk.* hierarchy and other 3rd parties. The rules under which votes for the uk.* hierarchy are taken are posted regularly to uk.net.news.announce or can be found at the following URL: The UKVoting web pages can be found at There is a five day discussion period after these results are posted to uk.gay-lesbian-bi Allegations of irregularity should be sent to ukvoting (at) ukvoting.org.uk. ----------------------------------------------------------- 5) Moderation Panel Elections Guidelines - --> From the charter of uk.gay-lesbian-bi Election 2. Initially moderators shall be the panel elected as part of the charter change process. 3. Then each year thereafter elections will be held for the posts of moderator. i. 11 months after moderation comes into effect (and every twelve months subsequently) the moderation panel will appoint a neutral party to conduct the election as votetaker. The votetaker will issue a call for nominations for a new moderation panel. ii. Nominations will be open for 10 days and to be valid each nominee will have to be proposed and seconded by white list posters (self-nomination is permitted). All white list posters shall have the right to vote, regardless as to whether they were white listed before or after the opening of nominations. iii. At the end of 10 days a list of candidates (including their proposers/seconders) will be published. iv. A five day period of hustings will be held during which the candidates will answer questions from posters to the group. v. The votetaker will issue the first call for votes, to be followed by a second call for votes five days later, the voting period lasting in all for 10 days, votes shall only be valid if submitted on official ballot forms. vi. Voting will be by the Single Transferable Vote method, with a reopen nominations candidate (RON) added to the ballot. If RON passes the quota then all the then unfilled places are void requiring a new election for those vacancies. vii. Each voter shall receive an acknowledgement from the votetaker. They will be given a unique identification as part of their acknowledgement, this will enable them to verify their vote when the result is published while protecting their identity from other voters. viii. The votetaker will publish the result and a voting list comprising voter identifiers and their vote. xi. In the event of less than 4 moderators being elected or RON passing quota the vote taker will issue a second request for nominations no later than 1 month after the close of ballot and hold elections for the remaining vacancies. Those elected at this election shall serve until the annual round of elections are held. ----------------------------------------------------------- - -- Pedt Scragg Votetaker, uk.gay-lesbian-bi Moderation Panel Election 2006 -----BEGIN PGP SIGNATURE----- Version: PGPsdk 2.0.5 iQA/AwUBRI/Owv2zgRQFPPWbEQLH/QCg7zSiV3XOitElIbNayHV0wXbioxUAnj6x ftMfpMqyW+ALH0RDWfCZ3DcN =FF5S -----END PGP SIGNATURE-----
