Votetakers Comments:
Following the Swen attack experienced on recent votes, I opted to munge
all of the addresses in the CFV, including those in the headers. Some
software was confused by this (and rightly so, as the headers were not
compliant with RFCs) and for this I apologise.
The vote was also affected by severe delays in Demon Internet's mail
system, which meant I didn't receive some votes until nearly 4 days
after they were posted. [See news:demon.service passim] As soon as I
discovered this delay was occuring, I changed the forwarding for the
voting addresses to use my personal mail server rather than rely on
Demon's mail system, so the remaining votes were received in a timely
manner.
The rest of the vote went mostly without incident, apart from one voter
who failed to follow the voting instructions insofar as the voter failed
to provide their usual posting alias and address on the Ballot Paper as
per Paragraphs 1 and 2 of the Instructions in the "Casting your Vote"
section of the CFV/Ballot Paper. As a result of this, the vote has been
rejected as invalid per the last paragraph of that same section, namely:
If you ignore any of these instructions, your vote may be rejected as
invalid. This includes, but is not limited to, any false answers given
on the ballot paper...
It should be noted that the voter in question was not Dave Mayall,
despite the e-mail address which has been used to submit the vote.

RATIONALE:
This RFD was originally proposed on 6th May and appeared to be an
uncontroversial and sensible change to be made to the Guidelines. As the
original proponent did not proceed with the RFD in the 40 days allowed I have
decided to resubmit the RFD. The text below is identical to the original and I
intend to ask for a fast-track for this proposal 10 days after publication
assuming there are no new issues raised.
At present the wording for co-opted members does not put a limit on the
term of the co-option. As a result, the only applicable wording is:
At each annual Committee Election, all open members who have served
a full 3 year term shall retire from the Committee.
If someone were co-opted in mid-January, they could serve for almost 4
years before being required to stand for election. This is not the way
in which co-option works in most other bodies and I doubt it was what
people intended.
This RFD therefore makes it clear that co-option lasts only until the
next election and forbids co-option during the election period. It is
worded to apply to Open members, even though those are the only type
that can be co-opted at present, in an attempt to be more future-proof.
Some ambiguity was recently expressed as to how to interpret wording such
as "the longest serving member(s)". In most elected organisations this
is interpreted as being since the person was last elected to the body.

PROPOSAL A : Clarification of Rules for Co-Opting of Committee Members
Amend "The UK Usenet Committee" document by adding, at the end of the
section "Co-opting Committee Members", the paragraph:
A co-opted Open member shall retire from the Committee at the next
election after their co-option. The Committee SHALL NOT issue an
"Intention to Co-Opt" notice for the Open class from the date that
the call for nominations for the election is issued until the newly
elected members have taken their places as Committee-Elect members.

Amend "The UK Usenet Committee" document by adding, at the end of the
sub-section "Open Members", the paragraph:
For the purpose of this document, the term of service of an Open
Member is counted from the most recent date they were elected or
co-opted; for elected members this is the date of becoming a full
member, not a Committee-Elect member.
