VOTETAKERS COMMENTS:
A fairly straightforward, old fashioned, YES/NO vote. Unfortunately,
control posted the closing date as 23:59:59 Wed, 9th August 2003 (the
9th being a Saturday). Votes were allowed up until the end of the 9th.
The 4 submissions listed as OTHER were:

1 ACK bounced
2 Unfilled ballot form
The voter whose ACK bounced (3 times) correctly submitted his/her vote
at a later date. One of the voters posting an unfilled ballot form
correctly submitted his/her vote at a later date. The other did not.
Two ballot forms were sent directly to the votetaker's email address for
queries, rather than to the address for voting (via UKVoting's server).
One of these was correctly resubmitted by the voter.
3 pieces of SPAM were addressed to the votetaker's direct email address
(unique for this vote).

PROPONENT'S RATIONALE
There is very little history of on-topic advertising in
uk.telecom.mobile that complies with the narrow definition found in the
current charter. Given that uk.adverts.telecom.mobile fits the needs of
those that wish to post and/or read mobile related adverts, a number of
regular posters to uk.telecom.mobile have agreed with the suggestion
that the charter should be changed.
And whilst I'm here, I might as well take the opportunity to replace the
current binary wording with that which is now considered 'standard'.

PROPONENT'S SUMMARY OF DISCUSSION
There were a few questions about the exact nature of an advert and which
ISPs take note of off-topic abuse reports, but there were around a dozen
'I agree' posts and no outright objections. Hopefully, a straight
forward, if drawn out, proposal.

currently available.
