Numerous attempts at emailing the voter were greeted with the same message, including my email telling him that as my acknowledgement had bounced, his email address must be invalid and consequently his vote had been disregarded. Despite the warning from "SpamCop" that the message would not be passed through, the voter did eventually pick up my emails and he responded that he would now allow messages, and specifically acknowledgements, from me to pass through the SpamCop filter system without hindrance. His vote was then allowed. Voters are reminded that it is their responsibility to vote using an address which UKVoting can validate. It may not be practical in a busy vote for the votetaker to jump though a variety of manual hoops imposed by customised antispam schemes. Vote acknowledgements which generate reply-tokens or similar encumbrances could result in those votes being discarded. ======================================================================= NEWSGROUP LINE: uk.net.regulation Regulation of the Internet in the UK ======================================================================= RATIONALE: uk.net.regulation The following organisations are currently believed to have some role or responsibility for monitoring, regulating and co-ordinating UK ISPs, content available from them and the UK legal position regarding the Internet: OfTel ICSTIS The ASA Trading Standards Offices Financial Services Regulators The IWF The BBFC UK Law Enforcement Agencies The Information Commissioner ECP/EMP Cancelbots The Courts (This list is not intended to be exhaustive) Whilst some issues pertaining to specific aspects of the activities of these organisations in respect of the Internet may be found in various newsgroups, there is no single group, with the possible exception of uk.net, where broad ranging discussion of all regulatory issues affecting the Internet within the UK can be appropriately discussed. This proposal seeks to create such a group. ======================================================================= SUMMARY OF DISCUSSION Discussion leading to some minor changes in the proposal as evident from the changes made. Alternative names suggested: uk.net.nannies, uk.politics.net-regulation, uk.legal.net-regulation Some discussion about wording of the advertising clause. Discussion about newsgroups to which the RFD was posted. Suggestion that uk.net is appropriate and sufficient. Discussion about "regulatory position / mandate" of bodies listed in the rationale in respect of the Internet in the UK. Suggestion that as "policies" may be discussed, such matters should be in the uk.politics.* hierarchy. The proponent's reading of discussion is that of approximately 20 people who took part: 10 expressed an opinion that they would use the group, of which 1 later changed his mind and was one of 2 who expressed the opinion that uk.net was more appropriate. 5 felt that the RFD should be posted in, or that the group should be created in, either the uk.politics or uk.legal hierarchies. The remainder of comment was either sidetracked from the discussion, or offered no real input. Proponent does not feel there was sufficient support for a Fast Track, but that a CFV is warranted. ======================================================================= CHARTER uk.net.regulation This newsgroup is for discussing the regulatory framework in which the Internet operates within the UK, and the roles of ISPs, Statutory Authorities and other organisations in maintaining and enforcing that framework.
