Firstly, I'd just like to apologise for the delay in production of
these
results. The primary reason for this was the overly complicated
procedures required by the Charter, which I hope will be changed in
time
for the next Elections.

I'd also like to thank Robbie for stepping in and acting as secondary
votetaker once I'd counted it as far as I could manually, bearing in
mind that this was my first STV counted vote.

Apart from that, I'd just like to thank the 31 voters whose votes
were
counted for correctly filling in the ballot paper and congratulate
the
elected candidates.

5) Moderation Panel Elections Guidelines

>From the charter for uk.glb:

Election

2   Initially moderators shall be the panel elected as part of 
the charter change  process.

3.  Then each year there after elections will be held for the posts 
of moderator.

i.   11 months after moderation comes into effect (and every twelve 
months subsequently) the moderation panel will appoint a neutral
party 
to conduct the election as vote taker.  The vote taker will issue a 
call for nominations for a new moderation panel.

ii.  Nominations will be open for 10 days and to be valid each
nominee
will have to be proposed and seconded by white list posters
self-nomination is permitted).  All white list posters shall have the
right to vote, regardless as to whether they were white listed before
or after the opening of nominations.

iii. At the end of 10 days a list of candidates (including their
proposers/seconders) will be published.

iv.  A five day period of hustings will be held during which the
candidates will answer questions from posters to the group.

v.   The vote taker will issue the first call for votes, to be 
followed by a second call for votes five days later, the voting 
period lasting in all for 10 days, votes shall only be valid if 
submitted on official ballot forms.

vi.  Voting will be by the Single Transferable Vote method, with 
a reopen nominations candidate (RON) added to the ballot. 

If RON passes the quota then all the then unfilled places are 
void requiring a new election for those vacancies.

vii.  Each voter shall receive an acknowledgement from the vote
taker.
They will be given a unique identification as part of their
acknowledgement, this will enable them to verify their vote when the
result is published while protecting their identity from other
voters.

viii.   The vote taker will publish the result and a voting list
comprising voter identifiers and their vote.

xi.   In the event of less than 4 moderators being elected or RON 
passing quota the vote taker will issue a second request for 
nominations no later than 1 month after the close of ballot 
and hold elections for the remaining vacancies.  

Those elected at this election shall serve until the annual 
round of elections are held.

Statement:

I have been a regular poster to uk.gay-lesbian-bi since 1997 (my 3rd
ever post was about moderation!). I watched the group get overwhelmed
by spam and lose regular and valued posters.

I believe that the moderation of the group is a good thing, as it
stands. It has made the group more readable, and we have gained more
posters (and, presumably, lurkers) as a result. My own first attempt
to read the group was put off by the levels of spam.

I cannot say that I agree totally with all moderation decisions that
have been made in the past, and I believe that after a year of
moderation we need to look back at what has been achieved and tweak
the moderation guidelines accordingly.

I do not believe in extending the moderators' powers beyond the
present removal of binaries, spam, commercials and personals.

All you need is love.
And a bit of common sense.
I don't know if I have either, but I'm willing to try.

I'm 27. I do software architecture and systems design for a bank. I
have red hair. I'm Scottish. I don't read as much as I'd like to. I
like a drink every now and again. And a think every now and again.

None of this is particularly relevant. What may be is that I only
came
out 2 1/2 years ago, and I still have one foot in the closet. I know
what it feels like to have your view of the world partially obscured
by
a wardrobe door.

I also deeply appreciate everything that the people of uk.glb have
done
for me, and would like to give something back.

Is this the kind of thing I'm expected to write? We shall see, I
suppose.

Statement:

As a gay man I lurked on uk.gay-lesbian-bi from early in 1996 posting
occasionally during that year, I have posted regularly since late
1997.
 
Professionally, I have worked in the voluntary sector since 1990 and
have seen the importance of networks of people with common issues in
terms of personal empowerment and collective lobbying. Personally,
uk.gay-lesbian-bi has helped me a great deal in understanding my
sexuality and in understanding myself.  I was one of the posters who
voted in favour of moderation and am pleased to see the improvements
it
has made.  However I am keen to ensure that people are still able to
voice their opinions (whether or not I agree with them) and that
uk.gay-lesbian-bi is seen by all as a welcoming place for discussion
on
lgb issues and by lgb people.

Statement:

I started posting to uk.glb in the first week of moderation. I'm in
favour of a moderated group as I feel it is important to maintain a
safe discussion area for Lesbians, Gay men and Bisexuals. I usually
read the group on a twice daily basis. The group helped me a lot when
coping with a bereavement and I'd like to put something back into it.

On a personal front - I'm 45, have been a computer programmer for 21
years and have been involved with Lesbian & Gay Switchboards for the
past 13 years (with a 2 year break).

I had intended to stand down this year so that we had some variety on
the moderation panel, however it seems that there aren't going to be
too many candidates and a number of the regulars have requested I

for election again this year.

moderation duties for another year iff the electorate wishes.
