Therefore, Option B wins. ====================================================================== Voting closed at 23:59:59 BST, 8th July 2000 Proponents: Philip Powell Graham Drabble Votetaker: Mark Goodge Distribution: uk.net.news.announce, uk.net.news.config, uk.sport.football ====================================================================== The full results follow below in the following order: 1) Information on the ballot 2) Results 3) Individual Vote Details 4) Votetakers Comments 5) Voting and Appeal Guidelines 6) Rationale & Charter ====================================================================== Information on the ballot - ------------------------- The options on the ballot were: A: Create template with option 'A' B: Create template with option 'B' C: Re-Open Discussion D: Status Quo (Do not create template) Options 'A' and 'B' were: OPTION A "All football clubs that are members of: 1 England: Football Association Premiership and Football League Div 1 2 Scotland: Scottish Football Association Premiership and Scottish Football League Div 1" OPTION B "All football clubs that are members of: 1 England: Football Association Premiership and Football League Div 1-3 2 Scotland: Scottish Football Association Premiership and Scottish Football League Div 1-3" (The full charter, including the winning option, can be found at the foot of this article) ====================================================================== RESULTS - ------- Brief Results List - ------------------- Multi-option votes in the uk.* hierarchy are decided by a two-stage procedure. All options are first compared with votes for Status Quo (SQ), and any which are not preferred to SQ by the required margin of 12 votes are eliminated. The remaining options, if any, are then evaluated by the Condorcet method. There were 34 votes cast. STAGE ONE: Option A was preferred to SQ (Option D) by a margin of 25 votes Option B was preferred to SQ (Option D) by a margin of 27 votes Option C was preferred to SQ (Option D) by a margin of 25 votes Therefore, all options proceed to a full Condorcet count. STAGE TWO: B was preferred to A by 20 votes to 9, with 5 abstentions or equal-rankings. B was preferred to C by 30 votes to 3, with 1 abstention or equal-ranking. B was preferred to D by 30 votes to 3, with 1 abstention or equal ranking. Option B is therefore the Condorcet winner. Full Condorcet Tables - --------------------- Table 1 - Absolute Figures (Raw Preferences Grid) A B C D A: Create template with option 'A' [n/a] [ 9] [ 27] [ 29] B: Create template with option 'B' [ 20] [n/a] [ 30] [ 30] C: Re-Open Discussion [ 6] [ 3] [n/a] [ 28] D: Status Quo (do not create template) [ 4] [ 3] [ 3] [n/a] In this grid, each number represents the number of votes which were cast that preferred the option named in the number's row to the option appropriate to the number's column. For instance, 9 votes preferred Option A to Option B while 28 votes preferred Option C to Option A. Table 2 - Relative Figures (Opposite Comparison Grid) A B C D A: Create template with option 'A' [n/a] [-11] [ 21] [ 25] B: Create template with option 'B' [ 11] [n/a] [ 27] [ 27] C: Re-Open Discussion [-21] [-27] [n/a] [ 25] D: Status Quo (do not create template) [-25] [-27] [-25] [n/a] In this grid, each number represents the number of votes which were cast that preferred the option named in the number's row to the option appropriate to the number's column less the number of votes which were cast that preferred the option named in the number's column to the option appropriate to the number's row. For example, 21 more people preferred Option A to Option C than preferred C to A, and 11 more people preferred Option B to Option A than preferred A to B. The winning option in the absolute table is that where all the numbers in its row are higher than the number in the equivalent position in its column. The winning option in the relative table is that which has all positive numbers in its row and all negative numbers in its column. (On this ballot, this is Option B). ====================================================================== Individual Vote Details - ----------------------- Notes: 1. Voters were asked to rank the options from 1 (highest) to 4 (lowest). Equal rankings are allowed, and any unranked options are considered to be ranked below all ranked options. 2. Voters used a variety of different marks (or lack of them) to indicate unranked options. Irrespective of the actual character used, all unranked options have been represented in the table by '-' (dash). 3. The votes column shows the ranking given by the voter to each option. For example: A B C D voter 1 1 2 4 3 voter 2 - 2 - 1 Voter 1 ranked option A first, then B, then D, and then C. Voter 2 ranked Option D first, then B, and left the other options unranked. A relatively low turnout, and no invalid votes at all, meant that it was all pretty straightforward. ====================================================================== This vote was conducted by a neutral third party member of UKVoting. UKVoting is a group of independent votetakers who count votes on behalf of the uk.* hierarchy and other 3rd parties. The rules under which votes for the uk.* hierarchy are taken are posted regularly to uk.net.news.announce or can be found at the following URL: The UKVoting web pages can be found at There is a five day discussion period after these results are posted to uk.net.news.announce. Allegations of irregularity should be sent to control@usenet.org.uk. ====================================================================== Rationale and Charter from the CFV RATIONALE: Following the recent result posted in unna, this is an attempt to create a template to allow the straightforward creation of uncontentious groups within uk.sport.football.clubs.* so that proponents are not obliged to go through a lengthy process for what is a clearly wanted newsgroup. Proponents wishing to use their own charters or whose club do not fall within the scope of the "Group Definition" are at liberty to follow the traditional method of group creation. Changes have been made to take account of views expressed in the previous RFD and the strawpoll. GROUP TEMPLATE CHARTER: uk.sport.football.clubs.* NOTE: Any proponent wishing to deviate from this template for the newsgroup they wish to create is free to do so under the normal RFD process. GROUP DEFINITION: All football clubs that are members of: 1 England: Football Association Premiership and Football League Div 1-3 2 Scotland: Scottish Football Association Premiership and Scottish Football League Div 1-3 CONDITIONS: Any proponents wishing to create a football club group using the "Group Template" option must satisfy the following conditions: 1. The football club shall fall within the "Group Definition". 2. A further 11-20 potential newsgroup users shall provide their names and valid email addresses for listing in the posting, by Control, to uk.net.news.announce, uk.net.news.config and uk.sport.football. 3. The normally accepted full name of the football club shall be used in the newsgroup name and shall be hyphenated if necessary (eg tottenham-hotspur, derby-county). 4. If using the full name of the club causes the newsgroup line length to be exceeded then the proponent may use a common abbreviation to fix the problem. In the event of any dispute, the Committee shall be the final arbiters. 5. The group charter shall be the following in full: CHARTER TEMPLATE: Newsgroup line: uk.sport.football.clubs. FC Charter for unmoderated group uk.sport.football.clubs. uk.sport.football.clubs. is for the discussion of all Football Club related topics. Advocacy of other clubs should take place within uk.sport.football. ADVERTISING: Advertising is forbidden, with these exceptions: Suppliers of goods and services particularly relevant to Football Club may post, not more than once every 3 months, an invitation of four lines or fewer, to visit their web site or request details. The subject line should begin: ADVERT. BINARIES AND FORMATTING Encoded binaries (e.g. pictures, compressed files, etc.), are *forbidden*, except for cryptographic signatures (e.g. PGP). Binaries belong on a web or ftp site, whose URL may be posted. Posts must be in plain text. To see how to make your newsreader comply with this, read CROSSPOSTING Crossposting is strictly forbidden with the following exception: Crossposting to one other group in uk.sport.football.clubs.* is permitted for topics of common interest such as transfer speculation and forthcoming matches. WARNING Anyone posting advertisements, binaries or other material contrary to this charter may be reported to their ISP or postmaster without further warning after their first offence. END CHARTER TEMPLATE. QUICK GROUP CREATION REQUEST: A request for a newsgroup should be emailed to control@usenet.org.uk with the wording: "Request for quick creation: We request creation of a newsgroup for FC in accordance with the Charter Template for uk.sport.football.clubs.* groups" and a list of 12-21 supporters with valid email addresses. END GROUP TEMPLATE CHARTER. ================================================================= -----BEGIN PGP SIGNATURE----- Version: 2.6.3i Charset: noconv iQCVAwUBOcAMemOfGXkh8vHZAQFJuAP8C/jcKUdjbNgQBQ2Fv2We4uOLk62ymUHe TwhS/X3Sh2z3RbOjeLFomh+I/IGaBIgQGJnP2rSAUxdHMUL3Jjkqlc2gM+sTbdGB /gL0f0LJWxTuhcLdWlr/myDYTYN0k9+CfIVf8cpL4Yo/maSrZzFxVIGQdxFjaAmt NMtiP2QE/UU= =mJbw -----END PGP SIGNATURE-----
