The latter of the two dates was actually used. Four people re-voted - all four voted the same way on both occasions. One person voted twice using different email addresses but there was no attempt at deception. In all cases the latter vote was counted and included in the results above. One person failed to vote correctly despite numerous attempts on my part to inform him that his vote would not be counted unless a correctly filled in ballot form was returned (a ballot form at all would have been nice - I did supply him with a copy of the CFV). He will finally have to believe me that his vote really was not counted now the results have been published. - ------------------------------------------------------------------------ VOTING AND APPEAL GUIDELINES: This vote was conducted by a neutral third party members of UKVoting. UKVoting is a group of independent votetakers who count votes on behalf of the uk.* hierarchy and other 3rd parties. The rules under which votes for the uk.* hierarchy are taken are posted regularly to uk.net.news.announce or can be found at the following URL: The UKVoting web pages can be found at There is a five day discussion period after these results are posted to uk.net.news.announce. Allegations of irregularity should be sent to control@usenet.org.uk. - ------------------------------------------------------------------------ RATIONALE, SUMMARY OF DISCUSSION AND PROPOSED CHARTER: ================================================================= RATIONALE: uk.rec.cars.fuel.lpg The use of LPG is growing rapidly in the UK, it has been labelled the environment friendly fuel of the future, however no specific newsgroup exists for its discussion. There is an increasing number of posts about this subject on other uk.rec.car.* newsgroups. A focal point is needed by people interested in the subject. A mailing list exists which is becoming increasingly busy; a newsgroup would be more flexible and wide- ranging. ================================================================= SUMMARY OF DISCUSSION This RFD follows 2 others on the same subject. The second one resulted mainly from a name change, as far as I can see, to make it fit better into the hierarchical naming. I took over from the original proponent who didn't have time to pursue it, and it was deemed that another RFD would be useful (if only to change the proponent). I also fine-tuned the charter to make it a little more specific about what is or isn't on topic for the group. It was then submitted, and processed by control. In broad terms, the views expressed tallied fairly closely with those in the earlier discussion - a number of people have expressed support with the proposal as it stands, and allege that they will support the group. A smaller number of people seem to want a different group, viz. uk.rec.cars.fuel.alternative. They suggest that this would be better - I have stated my views about this in the config group, in brief: the intention behind my proposal is mainly to discuss technical, and practical aspects of LPG use, some other fuels are technically similar and this is reflected in the RFD. Others are dissimilar to a greater or lesser extent, and don't tie in too well, so I excluded discussion on these. I further think that general discussion on ecological impacts of alternative fuels, etc, isn't what the group is intended to do, and would be better served by a separate group, maybe not in the cars hierarchy at all. I've stated that view, too :-) - personally, I'd support an application for a general alternative fuel group, if any of them care enough to do an RFD for it... I think the discussion has really polarised into these 2 views, and that there would be enough support for the group as originally planned. ================================================================= CHARTER: uk.rec.cars.fuel.lpg This group is for discussing all aspects of the conversion of cars to and the running of cars on LPG (Liquid Petroleum Gas) in the UK, including conversion of light vans, minibuses and 4x4s which use basically car type engines and also including issues such as availability of LPG. Discussion of conversions to CNG (Compressed Natural Gas) is also allowed. Discussion of engine changes from diesel to petrol is allowed where this has been done in order to convert to LPG. Discussion on the conversion of large commercial vehicles or buses, or of the wider environmental issues relating to internal combustion engines is not allowed. Other topics such as legal aspects, vehicle warranties or insurance are only permitted provided the discussion is relevant to the use of LPG. Advertising Advertising is forbidden, with the following exception: Postings may include web addresses, URLs, phone numbers or addresses to RELEVANT businesses or suppliers in response to specific questions. General postings of such URLs etc., even if posted by a third party, are not allowed. Binaries & Formatting Encoded binaries (e.g. pictures, compressed files, etc.) are forbidden. Such material belongs on a web or FTP site to which a pointer may be posted. Cryptographic signatures (e.g. PGP) may be used where authentication is important and should be as short as possible. Signatures As with most groups, excessively long signatures are not allowed. The normal rule for this is 4 standard-length lines (80 characters or less) and while this will not be enforced to the letter excessively long signatures will constitute a violation of this charter. The inclusion of web page links in signatures is acceptable, but if these refer to a commercial site (and are thus advertisements in all but name) they should be readily identifiable as such. Posts must be readable as plain text. HTML, RTF and similarly formatted messages are prohibited. To see how to make your newsreader comply with this, read . Warning Anyone posting contrary to this charter may be reported to their "postmaster" and/or Service Provider. ================================================================= -----BEGIN PGP SIGNATURE----- Version: 5.0i Charset: noconv iQCVAwUBOpu0YGOfGXkh8vHZAQFiYwQAkbdGD9FfV/fCnz6S1JjcrWEBNlD4fcM1 zlTNS8E4MVtzLiol8WvyPr2X4n1wenk5HOCGq7pUr+cRmRhM+q8v3vM0XSuUTo2S KVVWFbelv5hyAN9I6+A+zhV+ne65JoPx2WsrIQq2jDwd4WfNOKKGCvNEeiV8lcAQ rZouuqXlhfc= =4XBc -----END PGP SIGNATURE-----
