According to the guidelines for group creation in uk.*, binaries
groups are are forbidden in all hierarchies within uk.* except those
specifically intended for binaries. None exists at present, and this
proposal aims to set up such a hierarchy. This will then provide a
place to create groups where the posting of pictures, sound files,
movies and programs is allowed.

If this option passes then it shall become the official charter for

OPTION M. [Moderated groups only]

CHARTER: uk.binaries.*
This hierarchy is for groups intended for the submission and
reading of "binary" posts, such as sounds, pictures, moving images
and executable programs.
Groups created in this hierarchy must not duplicate prior existing
binaries groups in any hierarchy. uk.binaries.* groups MUST have a
uk specific focus.
Limited discussion of and requests for binaries is permitted,
however groups MUST be chartered to keep the focus on binary
content.
Moderation
All groups created in uk.binaries.star MUST contain a suitable
moderation scheme to prevent off-topic posts and spam. Suggested
auto-moderation includes a limit on crossposting, including
