Rationale:
There have recently been a number of (pre)rfd's for new
newsgroups which have not *really* fitted in to existing
hierarchies properly, & at least one of those proposals
has fallen by the wayside because of the lack of consensus
this has caused. The purpose of this new hierarchy is to
provide a potential home for those newsgroups, & anything
similar that may come up in the future.

uk.culture.arts.*
(uk.culture(.arts).theatre)
(uk.culture(.arts).dance(.ballet|.contemporary|.ice)
(uk.culture(.arts).opera)

Accordingly, uk.arts.* is to be removed from the uk hierarchy
charters document.
CHARTER A:
This hierarchy is for discussion relating to the appreciation
and the production of culture in and of the UK. The term
'culture' includes the knowledge understanding and practice of
objects and displays of aesthetic merit (whether 'tangible' or
'performed'), examples and topics of national heritage and
history, and also the work of organizations which seek to
display and promote such cultural activity.
Please note that there may be other more appropriate hierarchies
for specific examples of culture, for example uk.media.*,
uk.music.*, and uk.rec.*; groups for the discussion of
'lifestyles' or 'sub-cultures' will usually be more
appropriately placed in uk.people.*
