N.B. Please find below a summarised set of the Results for the 1998
Committee Elections. Following discussion between myself and Malcolm
Mladenovic we have produced a more detailed document explaining the
results in depth. This document should be available n the next 72
hours via the following methods:

N.B. Please remove the speech marks when entering the header, and please

And in light of the votetakers believing this document is necessary to be
able to check the results correctly, and following discussion with the
Committee the discussion period has been extended from 5 to 10 days.

201 valid votes with a quota of 68:
N.B. 203 valid votes received but two votes treated as abstentions with no
preferences.
A = 12
B = 19
C = 22
D = 38
E = 65
F = 36
G = 9
With no-one reaching the quota no-one is elected in this round.
Round 2
Candidate G is eliminated, with 9 votes to transfer as follows:
A = 0
B = 0
C = 3
D = 1
E = 4
F = 1
Therefore:
201 valid votes with a quota of 68:
A = 12 + 0 = 12
B = 19 + 0 = 19
C = 22 + 3 = 25
D = 38 + 1 = 39
E = 65 + 4 = 69
F = 36 + 1 = 37
Candidate E has reached the quota of 68 and therefore is elected.
This leaves a surplus of 1 vote, which needs to allocated on the basis
1/69 and therefore has no effect, and so is placed in suspense.
Round 3
Candidate A is eliminated, with 12 votes to transfer as follows:
B = 1
C = 2
D = 1
F = 8
Therefore:
133 valid votes with a quota of 67:
B = 19 + 1 = 20
C = 25 + 2 = 27
D = 39 + 1 = 40
F = 37 + 8 = 45
The votes placed in suspense have no effect.
With no-one reaching the quota no-one is elected in this round.
Round 4
Candidate B is eliminated, with 20 votes to transfer as follows:
C = 2
D = 3
F = 11
Non-Transferrable Votes = 4
Therefore:
129 valid votes with a quota of 65:
C = 27 + 2 = 29
D = 40 + 3 = 43
F = 45 + 11 = 56
The votes placed in suspense have no effect.

3) Votetaker Comments
There are several points which have to be made:
1) This is the highest turn out for a Committee Elections CFV yet.
2) There was a high proportion of people voting incorrectly by not
including their name or address, but I am glad to see that quite a few of
these voted again when prompted by the ACK.
3) The results have been delayed due to the Christmas period and also the
need to make a decision on the Charles Norrie posting (please see separate
statement), and also the need to make sure the results are 100% correct -
and this is something which cannot be rushed.
4) For the ease of counting though the transfer of part votes was never a
problem with only 1 vote to transfer.
5) This is the first Committee Elections which I have co-ordinated and I
hope it has been a lot more successful then last years, but there are
things which I think need changing. And I will be issuing a multiple
proposal RFD when these results have been issued to amend the Committee
Guidelines, and this should hopefully satisfy people who have been aiming
criticism at UKVoting recently.
4) Voting and Appeal guidelines
This vote was conducted by a neutral third party member of UKVoting.
UKVoting is a group of independent votetakers who count votes on CFVs in

My background is as a user rather than administrator firstly on
Arpanet and later the Internet. I have seen the changes that have
taken place as the Net has grown and evolved. The balance of useage
has altered considerably as it has become accessible to many more
than in the past. The corollary is that many more inexperienced and
naive users are let loose. In addition newsgroups are being eyed
avariciously by "activists" of various sorts and Politicians with
partisan agendas. The efforts of the latter groups have often, and
quite understandably, created a defensive atmosphere which leads to
lengthy, heated and largely irrelevant debates to the detriment of
newcomers. I would like to work towards an approach which is more
welcoming to (and more forgiving of) the inexperienced proponent
while at the same time maintaining a rigorous response to the
professional agitators. Replying to an initial flawed post with
public critisisms of broken newsreaders, faulty sigs and accusations
of fwittery achieves little other than to antagonise or alienate the
newcomer. Taking time to explain clearly why things are done a
particular way pays dividends, very few people make their first
mistakes deliberately. A newcomer should not feel they are stepping
into the Lions den when they come here.

for itself. I have supported the development of the uk.* hierarchy as a
means for discussing matters relating to the UK, by anyone with an
interest, whoever and wherever they are. I will continue to do so,

would have a more formal involvement.
My support has included giving advice to many new proponents and
drafting the currently- debated boilerplate text, in which I attempt to
encapsulate the consensus of users, with due regard to minority opinion.

I have decided to stand again this year, after the narrowest of defeats
last year, as Simon Gray is not standing for re-election. Simon deserves
many thanks and much praise for his past efforts.
I generally support the status quo with evolutionary change, the guiding
principle "to make and keep Usenet/NetNews a useful communications
medium." I also wish to help strengthen the uk.* hierachy with well named
and well used groups.
After 5 years on Usenet I have recently noticed a shift from the "old"
days to today, I therefore pledge, if elected, never again to use bad
language or to refer people to www.fuckwit.tm. [at least in uk.*]
I also pledge to strive to be unfailingly polite and helpful, illuminating
the path rather than obscuring it, whenever possible.

Three years or so ago, the UK hierarchy was an anarchy. A flat
namespace, few groups, no agreed mechanisms to create new ones, lots of
people moaning in uk.net.news, but nobody doing anything.
So I did something. I got together a group of people (yes, a Cabal if
you wish), and I got the major ISPs on board, and we prepared a set of
Guidelines and steered them through a vote on uk.net.news. And now uk.*
is acknowledged as one of the best run hierarchies on the net.
As a Committee member over the past three years, I have tried to keep
things on an even keel; to be firm but fair; to eschew hysterical
reactions; to confuse people with the facts, when needed; and to answer
abuse with calm reason. I have acted as standin-control on several
occasions, and I get to manage www.usenet.org.uk (which makes me Keeper
of the Texts, I suppose).
I am happy to continue doing all of these things, and to that end I
