Well I think this was almost the easiest vote yet - but I must say that
several people edited the ballot paper removing the placeholders, and
officially these votes should not be included - and next time I am
thinking of excluding these votes.

RATIONALE:

Of late the uk.* group uk.local.southwest has been receiving a lot of
attention from advertisers, both genuine local advertisers and corporate
spammers. Many of these adverts have been concerned with looking for
employment or employees. This is to be expected, since many residents
here are unwilling to move away from the SouthWest to find employment, and
employers are not willing to pay relocation costs to move people from
around the country. Currently there exist newsgroups for such adverts,
uk.jobs and uk.jobs.wanted, but these are mainly concerned with nationwide
and SouthEastern jobs.
By creating a separate newsgroup for jobs in the SouthWest, we hope to
provide a forum where those without the geographic mobility necessary to
find a job in the uk.jobs group can find employers based in the SouthWest.
Also, the (existing) charter for uk.local.southwest indicates that should
postings exceed 30 a day, the newsgroup may be split. Postings do indeed
exceed this limit, and it is hoped by removing job adverts and complaints
about job adverts this total may fall.

SUMMARY OF DISCUSSION & CHANGES TO RFD

Summary:
The discussion was undertaken simultaneously with that for
uk.local.southwest.adverts. Many of the same points were made.
Many said that they were in support of this, following recent incidents
in the uk.local.southwest newsgroup, in which hostile reaction to an
inappropriate job advert caused legitimate job adverts to be overlooked.
Several people expressed concern that the newsgroup would be filled with
agency posts, ignoring the fact that the newsgroup was for the SouthWest
only. This was agreed to be a valid point, and the charter has been
changed accordingly, to forbid crossposting between
uk.local.southwest.jobs and any other job group. No better method for
reducing agency traffic was forthcoming.
Several also expressed concern over the name of the group, preferring to
keep all jobs groups together - so preferring to create a group
uk.jobs.southwest. Although this may make NewsServers' jobs easier, it
seems to hide the group away from the users of uk.local.southwest
somewhat, and make it more close to the agencies advertising in uk.jobs.
One person objected to all proposals put forward.
Changes since the 1st RFD:
Changed cross-posting guidance, so cross-posts between
uk.local.southwest.jobs and uk.jobs.* are forbidden.
Added clause so reference to uk.local.southwest.adverts should only be
made if uk.local.southwest.adverts is created (through the other
ballot).

Charter:
uk.local.southwest.jobs is a local newsgroup intended for those searching
for employment, and those advertising employment, in the SouthWest of
England. All types of employment may be advertised, providing it is legal
under UK law.
For the purposes of this newsgroup the SouthWest is defined as including
Gloucestershire, Wiltshire, Bristol and Bath, Somerset, Dorset, Devon, and
Cornwall.
Users should note the existance of uk.jobs and uk.jobs.wanted and should
consider posting to one of these groups if the job offered or wanted is
not necessarily in the SouthWest. Crossposting between
uk.local.southwest.jobs and uk.jobs is permitted if and only if the job
offered is based in the SouthWest. Likewise, crossposting between
uk.local.southwest.jobs and uk.jobs.wanted is permitted if and only if the
potential employee is searching for a job in the SouthWest.
Adverts:
This is a job adverts group, and so adverts are restricted to those
seeking employment or employees. Other types of advert relevant to the
SouthWest must be posted to uk.local.southwest.adverts.
